No. You must move messages to some folders (including inbox) to prevent
junk filtering.
"Do not mark message as Junk if sender is in the Address Book" option
seems to be a good idea (though not perfect). I will consider adding it.

You can set the following filter action for that:
Move to: (junk folder)
Execute command: (junk learning command)
