[sylpheed:36639] Support for TLSv1 and TLSv1.1 in Debian unstable

Hi,

this is only an informational message as the issue should only affect
Debian unstable and maybe the current Debian testing.

The Debian openssl package disabled TLSv1 and TLSv1.1 by default in
August 2017, and since then sylpheed in Debian unstable cannot connect
to servers using TLS version less than TLSv1.2, failing with this error:

  (sylpheed:20968): LibSylph-WARNING **: SSL_connect() failed with error 1, ret = -1 (error:1417118C:SSL routines:tls_process_server_hello:version too low)
