Check the hitcount at a search engine for "File not found" and "Bestand
niet gevonden". You will easily understand that I prefer English ;-)

This is what we call a "dependency hell". I'd upgrade to Debian Stretch
(which will be released next saturday). But do not upgrade from Debian
6 or 7 to 9. Upgrade step by step.
The /etc/issue.net will tell you what version you run.
