You're telling configure to build with the installed lib sylpheed, but you 
didn't use the correct parameter.  According to configure --help, it should 
be '--with-libsylph=sylpheed' not '--with-lib=sylpheed'.

You can also tell configure where it's installed with 
--with-libsylpheed-dir=DIR.  You can use 'rpm -q --list sylpheed-devel' 
to find out where the procheader.h file is.
