Probably, but not w/o lots of cross-building setup problems. I have
built Sylpheed for years using my own makefiles (targeting both 
MingW and MS Visual-C). 

Since autotools on Windows suck so hard, it's easier for me to use the 
immensly more powerful GNU-make and just hand-edit my own makefile
before building anything. Saves me much more time than figuring out these 
auto*shit tools. You could try this for yourself if you want:

You may need to apply the patches in Windows.diff first.
