It just happened again well into today's session on a Reply, so for
sure it's general.  I clicked on Reply, as the window was coming
up tapped Enter a couple of times, and then the window disappeared (but
didn't close) in favor of the focus I started in (folder tree left,
email list top center-right, email content underneath it).
