[sylpheed:34714] text/plain attachments are missing charset-declaration

Hallo,

attaching a plain/text file creates amultipart message with an
attachment header like this:

 name="contra-helmpflicht.txt"
Content-Disposition: attachment;

There is no hint about the used charset. Modern Linux uses utf8, older
latin1 in Europe. Wouldn't it be nice for convenience to have an option
to choose either the system charset, or to be asked which charset should
be set?

to generate an attachment header like this:

Content-Type: text/plain; charset=utf8;
