Thanks for the tip. I eventually did find a Windows executable of sox but at 4 mg it seemed overkill to play a little wav file. Pity Sylpheed doesn't have an internal option to play a sound. In all events I eventually got this to work without popping up a window:

c:\windows\system32\sndrec32.exe /embedding /play /close c:\Sylpheed\notify.wav
