[sylpheed:32847] Add an option to ignore some directories

Hi,

It could be great if an option that permit to exclude a directory (or
directory tree) to retrieve messages automatically could be added.

I've an account that contains public folders that contains a lot of
other directories and messages and it takes minutes to check if there
are new messages in it.
