I've checked the message, and found the reason.

  To: DEBIAN-USER <DEBIAN-USER at lists.debian.org>
  List-Post: <mailto:debian-user at lists.debian.org>

When replying to list, Sylpheed also checks for To: header and whether
it matches to List-Post: address or not. If it doesn't match,
reply-to-mailing-list is disabled to prevent posting auto-reply
messages such as confirmation request.

In this case, reply-to-mailing-list is disabled because To: header is
capitalized. Maybe this check should be case insensitive.
