Sylpheed has already a nntp client.
When creating a new profile, just choose "News (nntp)" in the protocol
list.

Attached is a super simple, one-minute patch which surrounds
the 'setlocale' call with a HAVE_LOCALE_H ifdef and the following
(bind)textdomain calls with a ENABLE_NLS ifdef. This *should* work but
is untested.
