Yes, from the legal point of view, the consent is needed. But then again
from the ethical point of view, perhaps the GPL 2 & GPL 3 incompatibility
shouldn't be a blocker in the FOSS development. So it would be nice if the
authors of the derivative work would be content to take necessary legal
steps to be able to use the GPL3-licensed work (that takes advantage of the
original work) in the original work (when requested). Just my 2 and a half
cents though.

Yeah, you're right. I forgot that cunning addition present in most of
FOSS license applicability terms. ;-)
