Yes, two different checks.  

I have Compose line wrap set to 72 characters and your text is well
longer than that.  Sylpheed must be prioritizing the wrap before the
line break. There's no set rule on line length, but 'less than 80' is
the usenet standard and 70-75 is a commonly accepted practice there
(http://www.xs4all.nl/~wijnands/nnq/ncaps.html) and in email such as
this.  I would suggest adjusting your email settings.
