I subsequently notice Firefox doing same so guessing it's most likely an
Xfce-4.4 issue.

Will wonders never cease in the FBSD ports tree... I've been using FBSD
since 2.x days and wasn't aware of this port.  Thanks for pointing it
out.

Seems to be on a pretty rapid dev cycle on the way to 2.4 stable:)  I
can live with current behavior for a few days now that I know it's not
Xfce related.
