It's in sylpheedrc. It appears like this:

main_toolbar_setting=get,get-all,separator,send-queue,separator,compose,reply,reply-all,forward,separator,delete,junk,not-junk,separator,next,prev,separator,search,print,address-book

compose_toolbar_setting=send,send-later,draft,separator,insert-file,attach-file,separator,signature,separator,editor,linewrap,separator,address-book
