I found the same in a french newsletter.
The X-Mailer says : PHPMailer [version 1.72]

Content-type: text/plain; charset=iso-8859-1
Content-transfer-encoding: 8BIT

It's impossible to get the right character displayed : ' (I tried to force to iso-8859-1 or iso-8859-15)
