[pgpool-hackers: 317] Separate health check process

Today I added new TODO entry:

The motivation for this is, I recently got following bug report.

Both are caused by different reason but they are more or less related
to health check. Segfaulting the main process is really a bad problem
because users lose the pgpool service.

Separating health check is not a big project, but I believe it will
make pgpool main process much more stable than now. So I think the
work to implement it is worth the benefit.

Anyone volunteers on this?
