Sylpheed has:

 Configuration -> Common preferences ->
 Show notification window when new messages arrive

But I find real-time notifications at  discord  with
the  asynchorious  nature  of  e-mail.   I prefer to
check my mail when I have time to do so rather  then
being  distracted  from  my  work by pop-up windows.
There are chats for that.
