[sylpheed:36214] Default character encoding

Hello, Hiroyuki

When  the  encoding is not specified in the headers,
Sylpheed uses its "Default  character  encoding"  to
display  the  message.  However, the Subject: header
is still garbled in the message list window.   Also,
when  replying  to  such  a  message,  the inherited
Re:... subject is also  wrong.   Here's  an  example
with the KOI8-R encoding on a fido7. newsgroup:

Pay attention to the subject in:

  a.  the message list,
  b.  the message view, and
  c.  the new message window

I  suggest  that  Sylpheed should decode the subject
correctly in all three.
