It is easier to prepare the development environment for Sylpheed plugin
in Linux (just install gcc and GTK+ development packages).

It is also possible to develop in Windows, but it needs some work.

Install:

- latest MinGW
- GTK+ development files (libraries, header files)

I have archived the development files needed for GTK+ development:
(It is used since Sylpheed 3.5.0beta1)
