This is called icon theme, and I see it is a long-awaited feature.
I have implemented a preliminary icon theme feature at the development tree
(svn r3284).

It checks for the following directories in that order, and if found,
read icons from the directory.
  ~/.sylpheed-2.0/icons/
  /usr/local/share/sylpheed/icons/

The file names are basically same as those of src/icons/*.{png,xpm},
except for extension (xpm -> png).

Note that some icons on toolbars (such as Print, Draft) are not themed yet.
