Yes it is.
You select "match to regex" from the drop down menu in the "Filter Rule"
dialog.

Be careful about what kind of syntax the regexp are supposed to use, for
instance your example could become ".*@foo.com", with the leading dot,
as AFICS from the code Sylpheed is using POSIX Extended Regular
Expressions[1,2], the same used in the grep and egrep programs.
