"man ldconfig" says that it only looks under /lib and /usr/lib .. if
you want it to look for /usr/local/lib you should configure it
in /etc/ld.so.conf (or /etc/ld.so.conf.d/ in debian/ubuntu).

maybe you can first try:

$ LD_LIBRARY_PATH=/usr/local/lib:$LD_LIBRARY_PATH /usr/local/bin/sylpheed
