[pgpool-hackers: 4476] Watchdog and IPv6

There is a long standing TODO item:

We occasionally hear complain from users. The most recent one is this:

https://github.com/pgpool/pgpool2/issues/21

Today I have updated the TODO item to reflect more recent situation
and add info regarding where to fix to resolve the issue. In my
understanding, we need to fix only 4 functions:

    watchdog communication port (wd_port)
        wd_create_recv_socket/wd_create_client_socket
    heartbeat port (heartbeat_port)
        wd_create_hb_recv_socket/wd_create_hb_send_socket

Anybody want to challenge this?
