[pgpool-hackers: 4091] Proposal: enable parameters related to logging_collector of RPM packages by default

Since Pgpool-II 4.2 logging collector process is available.
I think it would be easier to setup pgpool, if the logging_collector
parameter is enabled by default.

How about applying a patch to enbale "logging_collector"
while building RPM packages in the same way as PostgreSQL? 

Any comments?
