[pgpool-hackers: 4239] Remove Makefile.in etc.

Hi developers,

I have removed Makefile.in etc. from git repository and update
some .gitignore files.

This will greatly reduce the number of modified/untracked files and
developers' life easier.  The price is, you need to run
autoconf/autoreconf before compiling.  (My favorite command is :
autoreconf -fi.)

Note that this applies to master branch only.
