I want to figure out the reason.
If you specify the IP address, can you run pcp_recovery_node successfully?

  /usr/local/bin/pcp_recovery_node -h xxx.xxx.xxx.xxx -p 9898 -U pgpool -n 2

If it fails, could you share your pgpool.conf and pgpool log files?
