[pgpool-general: 6782] The bug with ignored syslog setting

There is a bug that logs are not output, when log_destination = 'syslog' is configured.
This bug appears in the following versions:
4.1.0
4.0.7
3.7.12
3.6.19
3.5.23
3.4.26

The missing configure file update causes this issue.
We are planning to release updated RPM packages in this week. 

If you are using source code, please run "autoconf" to fix this issue.
