The "heads-up" was already in pgpool-hackers mailing list in May 8th.

I don't understand your complain. I was told that any announcement
should not be made *after* a few days of PostgreSQL releases. Not
*before*.
I didn't know that you are creating Pgpool-II rpms at the same timing
of PostgreSQL rpms. If you have particular timing request of Pgpool-II
release for creating your Pgpool-II rpms, please say so. I cannot
promise that your request is always accepted but that will be in my
considerations.
Pgpool-II developer community is small comparig with PostgreSQL. Peng
is the only person who can create releases for now. I have to respect
her schedule.

This is the first for me to hear that Fridays are not appropriate to
make a releases. If peope were troubled by that, I should have heard
similar complains from other people.
