[pgpool-general: 5660] pgpoolAdmin can not set expectedly Pgpool-II params related to bool type ones in "pgpool.conf Setting"

Hy,

I found the following issue.

Environment
===========
CenOS 7
pgpool-II 3.6.1 (from pgpool-II-release-3.6-1.noarch.rpm)
pgpoolAdmin 3.6.1 (from source code)

Steps to reproduce
==================
1. Setup Pgpool-II and pgpoolAdmin
2. Set load_balance_mode = on in pgpool.conf
3. Access to "pgpool.conf Setting" on pgoolAdmin
4. See the "Load Balancing Mode" secction 
   // Other sections may have same issue, but, I do not check them.

Expected behavior
=================
The other parameters in "Load Balancing Mode" secction can set too.

Actual behavior
===============
The other parameters in "Load Balancing Mode" secction can not set
even though load_balance mode is set to on.
Once load_balance changes to off and returns to on, the other parameters in
"Load Balancing Mode" secction become configurable.
