[pgpool-general: 4660] pgpool-ha 3.0 released

Pgpool-ha is an OCF style resource agent script for pgpool-II.
It is used to manage pgpool-II with HA (high availability) cluster
software that supports OCF resource agent like Pacemaker.

Pgpool-ha 3.0 was released today. This release contained
the following changes.

 * Supports pcp-commands' new behavior in pgpool-II 3.5.x.

 * Abolishes vain build scripts, now simply provides only one script.
