[pgpool-general: 4770] Build failure with OpenSSL 1.1

Hi,

the Debian OpenSSL maintainers are reporting that PgPool fails to
build against the upcoming 1.1 release:

checking for CRYPTO_new_ex_data in -lcrypto... yes
checking for SSL_library_init in -lssl... no
configure: error: library 'ssl' is required for OpenSSL

The error is the same as in PostgreSQL, so possibly the patches from
pgsql-hackers could be reused:
