[pgpool-general: 4753] How to define master node

I have pgpool running in watchdog mode with postgresql streaming replication.  For some reason if the master pgpool node fails or is stopped the new master will start routing database update queries to the standby postgresql node.  Do I need to define which backend is master on each pgpool node or have I done something wrong?
