I've kicked off the test.  I'll report back later.

I couldn't shutdown PGPool[1].  I had to manually kill the processes. 
As I issued the /stop/, PGPool on this server issued a series of "."s 
after downing the VIP.  The /other/ server did start receiving 
connections.  This is the first time I've seen this issue.
