This message means that the configuration of watchdog is something wrong.
The problem is that there are no configuration of other pgpools in pgpool.conf.

When watchdog is enabling, there must be at least one other pgpool.

To be correct, this message should be "/sbin/ip doesn't have setuid".
# Sorry for confusing.
If you run pgool with root privilege, setuid is not necessary.
