Did you install GnuPG to a customized location? If yes, please follow this:
Run "regedit" and create a key "LocalMachine/Software/GNU/GnuPG/gpgProgram"
with the value of where your "gpg.exe" locates. By default GPGME will
look up the executable in directory "C:/Program Files/GNU/GnuPG/".
I found this problem on Sep 06, 2006, and blog it here[1] (but in Chinese).
