[sylpheed:30829] [bug?] Strange To:-Encoding

Someone told me that's a bug in my MUA, but I'm not enough of an expert
to confirm...
When I send a message to something like
To: "Test äöü" <address at domain.tld>
(string with umlauts within quotation marks + address)
... Sylpheed converts the second quotation mark into UTF8, which I
guess it shouldn't. Excerpt of the raw haeder of a test message:
> From: Roman Brusa <my address>
> To: "Test =?UTF-8?B?w6TDtsO8Ig==?= <my address>
> Subject: Test
> Message-ID: <20070131081005.3197219c at Obelinux>
> X-Mailer: Sylpheed-Claws 2.5.2 (GTK+ 2.8.20; i486-pc-linux-gnu)
> Mime-Version: 1.0
> Content-Type: text/plain; charset=UTF-8
> Content-Transfer-Encoding: quoted-printable
