If the master watchdog sets primary node in quarantine state, no write<br>
query is possible because the query is routed to VIP -> master<br>
watchdog -> standby node. A user claimed that in this case the master<br>
watchdog should resign the master role so that another watchdog node<br>
can take over the role and continue to handle the write query.<br>
