[pgpool-hackers: 3043] Create V4_0_STABLE branch

Hi,

V4_0_STABLE branch is created.

The patch for Pgpool-II 4.0 need to be created by 
V4_0_STABLE branch HEAD.

Bug fix of master branch should also backport to V4_0_STABLE 
if necessary.
