[pgpool-hackers: 2886] Renaming "pgpool-II" to "Pgpool-II" in the bug track

I see so many people mistakenly choosing "pgpool-HA" as a project when
reporting an issue. Probably this is caused by that "pgpool-HA" is the
default project, since it's in the top of the project selection list.
So I decided to rename "pgpool-II" to "Pgpool-II" (notice the capital
"P") so that it's listed in the top of the list (yes, Mantis seems to
sort the project names in alphabetical order).

Let's see if the number of mistakes is going to be reduced...
