[pgpool-hackers: 2025] pgpool systemd service configuration file is missing the stop and reload options

Hi Ishii-San

The systemd service configuration (src/redhat/pgpool.service) is missing
the ExecStop and ExecReload commands.

This is pointed out by the reporter of bug "[pgpool-II 0000249]: watchdog
sometimes fails de-escalation", And he is facing an issue because of the
missing ExecStop command in service file.

Is it intentional?
