[pgpool-hackers: 1584] Uncondtional sgml build

Usama,

Currently doing "make" on the source tree kicks make under doc, which
starts sgml build. This is not an immediate problem for now because
there's trivial sgml contents there, but it will be problem in the
future. Moreover PostreSQL does not do this way. To build sgml
document, it needs to run make under doc directory.

Can you please fix it?
