[pgpool-hackers: 1714] Changing official name of pgpool-II

I'm going to change the official name of pgpool-II to "Pgpool-II"
(notice the capital letter "P"). The reason for this is, I believe a
proper noun usually starts with a capital letter in English.

The change will not happen immediately. We will gradually make the
change since the difference between "pgpool-II" and "Pgpool-II" is not
significant.

BTW, I have been working with a designer to develop a new mascot logo
for this project. It will come with "Pgpool-II" logo of course. Stay
tuned.
