[pgpool-hackers: 995] Proposal: connect to only neccessary DB nodes

Here is a proposal for upcoming pgpool-II 3.5.

The problem:

Certain systems (heroku) do not allow users to connect to
postgres/template1 database.  So health checking or streaming delay
checking do not work since they use the databases.

Proposal:

Add new directives that specify objective databases for health
checking and streaming replication delay checking. If they are not
specified, pgpool-II will use the predefined database.

sr_check_database
health_check_database
