[pgpool-hackers: 848] pgpool-II documentation enhancement

Pgpool-II document is written in a single big HTML file. This is not
the most effective way to write complex documents and we have been
looking for alternative way for long time.

Sphinx (http://sphinx-doc.org/) seems attractive since it:

- allows to write documents in a plain text file, which is good to be
  managed by git

- can produce many formats including HTML, PDF and more

- can handle large scale documents

I personally have no experience with the software and would like hear
any good/bad experience with Sphinx.
