[pgpool-hackers: 401] Minor releases

Hi pgpool hackers,

The last stable minor releases were made on September 6. And it seems
we have enough fixes since then. Also the Christmas season is coming
soon which many developers want to take holidays. So I tend to think
now is the time to create next minor releases.

What about by the end of November?
