[pgpool-hackers: 239] Updated RHEL init script

Hello pgpool hackers,

I've been working on a pgpool solution at work recently. As part of
this, I found the init script included in the source to be old and
non-functional, so I updated it. Figured I would contribute the patch
back to the community. I have only tested this on CentOS 6, but I don't
believe there is anything in here that would fail to work under other
current RHEL compatible releases.
