[pgpool-hackers: 120] Remove pgfoundry.org

Hi pgpool hackers,

Now that it was 9 months ago when we moved from pgfoundry to
www.pgpool.net, I think now is the time to remove pgpool project from
pgfoundry. It seems leaving it has caused variety of problems,
including outdated info, downloading old version of pgpool etc.

Comments? Objections?
