[pgpool-hackers: 64] Documents about V3.2

Hi,

I've written the section of "On memory query cache" in the English
document.
Is anyone going to update documents in French, Chinese, German?
We'are about to release V3.2 alpha 1, and want to include updated
documents as possible.

Here are the changes:

- Add "with-memcached=path" in the section "pgpool-II Installation".
- Add "pool_cache" in the section "SHOW commands".
- Add the section "On memory qeury cache".
