[pgpool-hackers: 23] white and black list for memqcache

Hi.

I added two parameters of "white_memqcache_table_list" and
"black_memqcache_table_list" to pgpool.conf.

Now you can specify table names to be cached or not (till previous
revison, every table used to be cached).
